City Policies
Any person convicted of any violation of these ordinances may be fined not less than $25 nor more than $500 for each day a violation occurs.
Bicycles
No person shall ride a bicycle upon a sidewalk within a business district.
Cerfew
It is unlawful for a person less than 17 years of age to be present at or upon any public assembly, building, place, street or highway at the following times unless accompanied and supervised by a parent, legal guardian, or other responsible companion at least 18 years of age approved by a parent or legal guardian or unless engaged in a business or occupation which the laws of the state authorize a person less than 17 years of age to perform: Between 12:01 a.m. and 6:00 a.m. Saturday; Between 12:01 a.m. and 6:00 a.m. Sunday; and Between 11:00 p.m. on Sunday to Thursday, inclusive, and 6:00 a.m. on the following day.
Grass
No owner of or other person occupying any lot, place or area within the city, and including the parkway located between the sidewalk or property line, shall permit any grass, weeds or other unhealthful or noxious growth to grow or stand to a height exceeding eight inches anywhere on such lot, place, area, or parkway.
Pollution of Water and Streets
According to city ordinance, no person shall throw, place, or deposit or cause to be deposited any yard waste (including but not limited to grass clippings, leaves, other yard waste and substances, garbage, etc.) upon any street, alley, ditch or public grounds, or upon any property of another within the limits of the city.
Swimming Pools
All private outdoor swimming pools having a depth of 31″ or more shall be completely enclosed by a fence erected along the periphery of the pool area. The fence and gates shall be a minimum of four feet in height. Temporary soft-sided pools are exempt from this requirement. But must be secured.
Disturbance of the Peace
No person shall, in the city, keep any dog or any other animal shut up, or tied up in any yard, house, building, or other place, which by barking, howling, or other noises disturbs the peace and quiet of any family, individual, or neighborhood.
Dogs
All dogs, not on the owner’s property, must be tethered by a leash. No dogs are allowed in the cemetery. Owners are responsible for the removal of any waste from such animals in public streets, sidewalks, alleys, parkways, and other public places. It is recommended that all pet owners properly tag their pet, which should include owner’s name, address, and phone number.
Peddlers & Solicitors
Anyone wishing to engage in business as a peddler or solicitor within the City is required to obtain a license from the city clerk and pay a fee prior to engaging in the practice.
Street Closure
From time to time various civic organizations require the closure of city streets in order to host a community event and/or festival. Although such activities are of benefit to the community, there are attendant concerns in the area of vehicles/pedestrian safety; traffic flow; and exposure to increased risk of liability. Therefore it is necessary for the City to establish certain requirements regarding the closure of city streets. It is the intent of the Street Closure Permit to ensure the public’s safety during any event held on city property.
