Street Closure Permit
From time to time various civic organizations require the closure of
city streets in order to host a community event and/or festival.
Although such activities are of benefit to the community, there are
attendant concerns in the area of vehicles/pedestrian safety; traffic
flow; and exposure to increased risk of liability. Therefore it is
necessary for the City to establish certain requirements regarding the
closure of city streets. It is the intent of the Street Closure Permit
to ensure the public’s safety during any event held on city property.

Permit Eligibility
The Street Closure Permit is intended for the temporary closure of
city streets necessary to accommodate an event sponsored by a
community-based not-for-profit organization.
Application and Issuance
An application for permit, prepared by the sponsor organization,
shall be filed with the city Clerk no less than sixty (60) days in
advance of the scheduled activity. The application shall include the
following information: date(s) of event; street segments to be closed;
time of closure; duration of closure; electrical service requirements;
and any support service requested of the city (i.e. sweeping, police,
picnic tables, refuse receptacles, etc.)
The City Council has responsibility for permit review and approval.
Completed applications will be submitted to the City Council at the next
regularly scheduled meeting following submittal of the application. Upon
review and approval, the City Clerk will be authorized to issue a permit
to the sponsor organization. The action of the City Council shall be
considered final.
Liability
The applicant shall agree to release, hold harmless, and defend the
City of Morrison, its officers and agents in connection with any claim(s)
for any loss, damage, personal injury, or death occurring as a result of
the event for which the permit is issued.
Service Fee
A $25.00 Permit Fee and/or a $50.00 Electrical Hook-up charge may be
required. Not-for-profit organizations are exempt from these
charges. The City of Morrison agrees to provide necessary direct
support services such as police protection, street sweeping, setting of
barricades, etc without additional charge to the sponsor organization.
Records Management
The City clerk shall keep a record of all permits issued pursuant to
the requirements cited herein.
