Refuse & Recycling

Go to Yard Waste

The City contracts with Moring Disposal/ Freeport Recycling for the weekly curbside collection of household refuse, recyclable materials as well as seasonal yard waste collection.  Click here for more information about yard waste collection.  Residential service, which includes multi-family dwellings up to 8 units, is normally offered on Tuesday and Thursday each week; holiday observances may require a revision in normal schedule from time to time. Residents may dispose of all ordinary household refuse/garbage, not including yard waste or recyclables in any suitable trash bag.

Following are answers to some typically asked questions that we believe may be helpful to you as a new customer.

How are recyclables collected?
Each residential customer is provided a recycling bin for newspapers, aluminum, tin, glass, and plastic. The City’s contract refuse hauler will send a special truck around to pick up recyclables on the same day as regular refuse collection.  Recyclables are collected separate from regular refuse.

What items cannot be recycled in the City’s program?
We cannot accept magazines, phone books, junk mail, aluminum foil or trays, Pyrex, plate glass or paint cans. As capabilities for handling other materials increase and markets are secured, the program may be expanded.

Do I need to separate cans from bottles, etc.?
You may, but you don’t have to. Simply place all recyclable materials in your recycling bin.  Materials will be separated at the recycling facility.

Do I have to cut the printing or the labels off my plastic milk jugs or soda bottles?
No. Rinse them out and throw only caps and rings in the garbage.

What should I do if all my recyclables won’t fit in the bin?
Try crushing cans and milk/water jugs and placing newspapers in brown paper bags outside the bin. If you still can’t fit everything in one bin, you may purchase a second bin from the City.

What do I do with other garbage that does not go in the recycling bin?
Residents may place up to 3 bags of refuse at the curbside per week. Bags must weigh less than 30 lbs. each.

How do I dispose of construction debris and household appliances?
Moring Disposal offers the collection and disposal of those items on a call-in basis for a fee. To arrange for pickup, residents must contact Moring at (800) 423-0759.

What if I need to dispose of more than 3 trash bags per week?
If more than 3 bags are placed out for collection, Moring Disposal will charge residents $2.00 per bag.

What do I do with large items, like old furniture, that won’t fit in the trash bags?
Call Moring Disposal at (800) 423-0759 for further instructions.

When should refuse be placed curbside?
By City ordinance, refuse and recyclables should be placed curbside no earlier than 7 p.m. the night before scheduled collection days. It is strongly recommended that all materials be set out no later than 5:30 am on scheduled collection days.

Who do I call if I have a problem with service?
The City’s contract agent maintains a toll free number for your convenience. To report service related problems, please contact Moring Disposal directly at (800) 423-0759. If your problem (question) is not resolved to your satisfaction, please contact City Hall at (815) 772-7657.

Quick Facts:

Recycling is not mandatory, but it is strongly encouraged. By recycling you may actually save money! Materials to be recycled are:

Newspapers: Anything comes with your newspaper.

Glass Bottles and Jars:  Just rinse; throw lids away.

Aluminum Beverage Cans: Just rinse.

Tin Food and Beverage Cans: Just rinse.

Plastic Bottles: Just rinse; throw lids and rings away.

TIP: Since the cost of garbage service is linked to the number of bags used for disposal, you will help lower your costs by purchasing items in recyclable containers (aluminum, glass, etc.) as they can be disposed of in the recycling bin.

Back To TopYard Waste

Illinois law requires that yard waste be separated from ordinary household refuse for disposal, therefore the City maintains a separate service for the collection and disposal of yard waste.

What is considered to be "yard waste"?

Generally grass clippings, leaves, dead flowers, weeds, brush, and tree limbs are all considered to be yard waste. Rocks, sod, earth, garden vegetables and fruit are not classified as yard waste. The City’s Solid Waste Ordinance further classifies yard waste as follows:

  • "Soft yard waste": grass clippings, leaves, prunings of small diameter green-stemmed shrubs, and planted stalks.
  • "Hard yard waste": brown-stemmed branches and shrub prunings with stem/trunks not exceeding 48" in length and 4" in diameter.
  • "Bulky yard waste": hard yard waste exceeding the length and diameter standards described above.

How do I dispose of yard waste?

The City offers residents the following options for disposal of yard waste:

  • Yard Waste Drop-Off Center: All soft yard waste brought to the center must be in a special Moring Disposal biodegradable paper lawn waste bag. Paper Bags may be purchased from various outlets in Morrison. These bags are provided by Moring Disposal and cost $1.50 each. Materials such as tree trimmings ("hard yard waste") may also be brought to the center but need to be tied in bundles not more than 4’ in length. Bundles must be accompanied with a special Moring Disposal paper bag.
  • Curbside Collection: Each Fall, Moring Disposal will provide weekly curbside collection of bagged yard waste; pick up will be offered each Monday and Friday throughout the service period. Yard waste must be placed curbside in a suitable container not to exceed 35 pounds and capable of containing the yard waste. Bundled (tied) tree and shrub trimmings may also be placed curbside for pick-up provided that each bundle is no more than 48" in length and no limb is greater than 4" in diameter; loose material will not be accepted.  Residents may use any biodegradable-type yardwaste bag.

Where can I get biodegradable bags?

Residents may purchase biodegradable yardwaste bags at various outlets in Morrison. These bags are provided by Moring Disposal and cost $1.50 each.  These bags are only needed for items dropped off at the Yard Waste Drop-Off Center.  The special Moring bags are not needed for the curbside collection.  Residents may use any biodegradable-type yardwaste bag.

Yard Waste Alternatives

Yard waste can be re-used on your own yard to benefit the lawn.

  • Mulch leaves and grass clippings and leave on the lawn.
  • Use grass clippings and leaves as mulch around plantings and in the yard.
  • Compost all yard waste in your own compost pile.
