Permit Requirements
A Zoning/Building Permit must be obtained for construction of new
structures, additions to existing structures, or any activity, which
constitutes an external change. Such projects as re-roofing or siding or
existing structures do not require a permit.
The City’s ZONING CODE defines "STRUCTURE" as anything constructed or
erected; the use of which requires permanent location on the ground.
Included in this definition are patios, decks, storage sheds (on
permanent foundation), carports, in-ground swimming pools, and fences.
Permit Fee
The permit fee is $5.00 plus $1.00 for each $1,000 of estimated
improvement value. As an example, a $15,000 construction project would
require a $20.00 permit fee.
Zoning regulations vary among the zoning districts, and applicants
should determine the specific requirements applicable to their project.

Zoning/Building Permit Requirements
Application for Permit
To obtain a Permit, the applicant is to complete the application and
submit the completed form to City Hall. The permit can be obtained
at City Hall or printed from the
Forms and Permits
section of the website.
Permit Approval/Issuance
In most cases, approval of the permit application is subject only to
the City’s verification of compliance with appropriate zoning
regulations.
In order to expedite verification of zoning compliance, applicants
are asked to "stake" the proposed construction and identify property
stakes. If property stakes cannot be identified by the applicant, a
certified plat of survey must be submitted.
Once property stakes have been located and the proposed construction
"staked", the city will measure setbacks from property lines. Upon
verification that measured setbacks comply with zoning regulations, a
permit will be issued. The Zoning/Building Permit is to be posted during
construction.
Generally, the following setback requirements are applicable to
buildings in general business districts:
- No front setback is required except as necessary to provide a
sidewalk between the building and the street of not less than eight
(8) feet. This shall be required on all sides of a lot or parcel of
land that are adjacent to an improved public street.
- Adjacent buildings shall be separated by a space not less than ten
(10) feet from wall to wall unless such buildings are to be joined at
a fireproof part wall.
- Unless a rear lot line is congruent with the line of a public
right of way, a rear yard of not less than ten (10) feet is required.
- No person shall within the city erect, construct, or maintain any
wooden partition fence or any section or portion thereof which exceeds
four (4) feet in height above the surface of the ground for the first
thirty (30) feet back from the front line of the lot or lots or
parcels of ground, nor exceeding six (6) feet in height above the
surface of the ground for the remainder of the distance to the rear
end of such lot, lots, or parcels of ground, except where such
partition fence forms a necessary part of the some outbuilding on the
premises, under a penalty.
- No fence consisting or made in whole or in part of any kind of
barbed wire shall be built, maintained, or kept upon or along the line
of any street, alley, or public ground within the city.

Construction Requiring Water And/Or Sewer Service
If the proposed construction project requires new water and sewer
service, a Zoning/Building Permit will not be issued without first
obtaining the required water and/or sewer permits from City Hall.
Demolition Permits
If a structure is to be demolished and is located within Morrison
City limits, a Demolition Permit is required. A permit must be
obtained prior to demolition. Please complete a building permit,
which is located in the
Forms and Permits
section or you may obtain a permit at City Hall. The Demolition
Permit fee is $5.00. For further information or instructions,

Height and Setback Specifications
No person shall within the city erect, construct, or maintain any
wooden fence or any section or portion thereof which exceeds four feet
(4') in height above the surface of the ground for the first thirty feet
(30') back from the front line of the lot, lots, or parcels of ground,
not exceeding six feet (6') in height above the surface of the ground
for the remainder of the distance to the rear end of such lot, lots, or
parcels of ground, except where such partition fence forms a necessary
part of the same outbuilding on the premises.
Barbed Wire Fencing Prohibited
No fence consisting or made in whole or in part of any kind of barbed
wire shall be built, maintained, or kept upon or along the line of any
street, alley, or public ground within the city.
Swimming Pool Fencing
All swimming pools having a depth of 31 inches or more shall be
completely enclosed by a fence erected along the periphery of the pool
area. The fence and gates shall be four feet (4') in height.
All gates shall be equipped with self-closing and self-latching devices
placed at the top of the gate and made inaccessible to small children.
