Licenses, Permits & Applications

The following is a general overview of some of the permits and licenses required by the City of Morrison. For more information regarding any of these permits/licenses, please contact City Hall at (815) 772-7657. All permits/licenses must be submitted directly to City Hall in person in their original form. No photocopies, faxes or electronic forms will be accepted.

Community Center Rental

The Community Center at the Odell Public Library is available for public rental. Use of the building by other than not-for-profit organizations shall be limited to activities, which do not charge admission, offer items for sale, or are not intended as money making endeavors. Rules and charges can be found on the rental agreement located in the Forms and Permits section. Please call City Hall at (815) 772-7657 for available dates.

Liquor Licenses

All Liquor sales require a Liquor License. Information and applications are available at City Hall.

Raffle License

Not-for-profit organizations in existence for a minimum of five (5) years are eligible to conduct a raffle within the City. For more information, contact City Hall at (815) 772-7657 or you may print an application from the Forms and Permits section.

Sign Applications

The Zoning Officer must approve all signs. Information and guidelines for constructing a sign are available at City Hall. The application is available at City Hall or in the Forms and Permits section. Further information may be obtained at City Hall.

Solicitor/Peddler License

Solicitor’s and Peddler’s conducting business in a residential area are required to obtain a license. An application and a copy of the Municipal Codes regulating these sales may be obtained at City Hall.

Street Closures

To close any public right-of-way for any event, you must submit a Street Closure Request for City Council approval. Applications for Street Closures can be picked up at City Hall or can be printed from the Forms and Permits  section. In order to provide timely review by the City Council, applications must be submitted 1 month prior to the date of the event.

Street Excavation

Applications and information are available at City Hall for Street Excavation Permits. A permit must be obtained prior to the start of digging in any street or parkway. Call City Hall at (815) 772-7657 for more information.

Tree Removal and Planting Applications

City approval is required to remove trees or plant trees in any parkway. New plantings must be selected from the list of approved parkway trees.  Click here for a listing of approved trees.  Applications for tree removal and plantings can be obtained at City Hall or in the Forms and Permits section.

Vacation Billing Request

If you are planning to be away for one month or longer, you may wish to look into the Utility Vacation Billing Program. A Vacation Billing form may be found in the Forms and Permits section or at City Hall.

Water and Sewer Connection Permits

Permits are required to connect to the Water and Sewer systems. Information regarding these permits is available at City Hall at (815) 772-7657.

Water Service Application

A $50.00 deposit and an application for metered water service must be filed at City Hall within one week of requested date of service. The water service application can be found in the Forms and Permits section.

Zoning Applications and Permits

Building Permits, Special Use Permits and Home Occupation Permits are required.  Special Use Permits and Home Occupation Permits and information are available at City Hall.  Building Permit Applications are located in the Forms and Permits section or at City Hall..
