OFFICIAL PROCEEDINGS

The Morrison City Council met in regular session on March 10, 2008 at 7:00 p.m. in the Council Chambers at City Hall, 200 West Main Street.  Mayor Roger Drey called the meeting to order.  City Clerk Melanie T. Schroeder recorded the minutes.

Aldermen present on roll call were Scott Connelly, Dave Rose, Ann Slavin, James Blakemore, Barbara Bees, and Bob Snodgrass. Alderman Gus Hayenga and Alderman Patricia Zuidema were absent on roll call.

Other City Officials present included City Administrator Tim Long, City Attorney Lester Weinstine, Chief Ernie Huling, and Superintendent of Public Services Gary Tresenriter.

Mayor Drey led the recitation of the Pledge of Allegiance.

Alderman Blakemore moved to approve the minutes of the Regular City Council Meeting held on February 25, 2008, seconded by Alderman Bees.  On a voice vote, the motion carried.

Alderman Snodgrass moved to approve the minutes of the Special Session Council Meeting held on March 5, 2008, seconded by Alderman Rose.  On a voice vote, the motion carried.

Alderman Rose moved to authorize payment of the bills payable as published in the amount of $265,927.09, seconded by Alderman Connelly. On a roll call vote of 6 ayes (Rose, Slavin, Blakemore, Bees, Snodgrass, Connelly) and 0 nays, the motion carried.

Mayor Drey opened the meeting to public comment.  There was none.

Superintendent of Public Services Tresenriter presented his report:

1)      Superintendent Tresenriter stated that the most recent order of 200 tons of salt has been delivered.

The February 13, 2008 Odell Library Board minutes were included in the packet.  Several Aldermen had questions regarding their report.  1) Chief Huling has not spoken with the library staff since December and no complaints have been received; 2) Boiler repairs are needed.  A company will be contacted to clean it and perform regular repairs.  The cost is split 70% library/30% city; and 3) a surveillance camera system at the library is proving to be a pricey concept.

 Mayor Drey presented his report:

1)      Mayor Drey stated that the Northern Illinois Mayor’s Association will hold their next meeting on March 20, 2008 in Franklin Grove, IL.  Officials wishing to attend should contact City Clerk Schroeder as soon as possible.

City Attorney Weinstine requested that the Council enter into Executive Session later in the meeting to discuss potential litigation.

 Agenda Action Items:

1)      Alderman Slavin moved to approve pay request #1 from Fischer Excavating in the amount of $95,522.86 for construction services for the Klimstra Court sewer extension, seconded by Alderman Connelly.  On a roll call vote of 6 ayes (Slavin, Blakemore, Bees, Snodgrass, Connelly, Rose) and 0 nays, the motion carried.

2)      Alderman Snodgrass moved to approve pay request #1 from Willett Hofmann & Associates in the amount of $3,472.00 for engineering services for the Klimstra Court sewer extension, seconded by Alderman Blakemore.  On a roll call vote of 6 ayes (Blakemore, Bees, Snodgrass, Connelly, Rose, Slavin) and 0 nays, the motion carried. 

3)      Alderman Bees moved to enter into executive session to discuss potential litigation, seconded by Alderman Rose.   On a roll call vote of 6 ayes (Bees, Snodgrass, Connelly, Rose, Slavin, Blakemore) and 0 nays, the motion carried.  Executive session began at 7:15 p.m.

4)      Regular session resumed at 7:39 p.m.  There was no action as a result of executive session. 

Other Business:

1)      Alderman Rose stated that it is necessary to make timely decisions with regard to the potential litigation issue.  City Administrator Long will be conducting interviews next week.

 There being no further business, Alderman Snodgrass moved to adjourn the meeting, seconded by Alderman Connelly.  On a voice vote, the motion carried. 

 

            Mayor Drey adjourned the meeting at 7:41p.m.
